Why Russia, not the USA or France?
India's civil nuclear relationship with Russia predates the US-India 123 Agreement (signed 2007 — which opened civilian nuclear cooperation between India and the USA after a 30-year gap caused by India's 1974 Pokhran test). The original Indo-Soviet agreement dates to 1988 — before the end of the Cold War. Russia offered India something Western suppliers would not: complete technology transfer, lifetime fuel supply guarantee, state financing, and no conditions on India's weapons programme. The USA and France, under their respective Nuclear Suppliers Group commitments, historically required conditions that India found unacceptable. Post-2022: India's neutral position in the Russia-Ukraine conflict and continued strategic partnerships (Kudankulam, S-400 missile systems, Indian crude oil imports from Russia) reflect India's long-term calculation that deep Russia ties serve Indian interests even as India also deepens US ties (QUAD, iCET technology cooperation). The Tamil Nadu protests — 2010 to 2012:
Kudankulam faced the largest sustained anti-nuclear protest in Indian history. Beginning in 2010 and intensifying after Fukushima (March 2011), thousands of fishermen and residents from coastal villages around Kudankulam protested the plant's safety, citing: (1) Tsunami risk — the Tamil Nadu coastline was devastated by the 2004 Indian Ocean tsunami (Sri Lanka coast immediately south of Kudankulam was heavily affected); (2) Impact on fishing grounds — the plant's thermal effluent (warm water discharge) affects local fish populations; (3) Radiation fears; (4) Absence of adequate evacuation planning. The People's Movement Against Nuclear Energy (PMANE), led by S.P. Udayakumar, became one of India's most prominent civil society movements. The protests blocked construction and reached the Supreme Court — which ultimately cleared the plant to proceed in May 2013, ruling that nuclear power was essential for India's energy needs. The Indian government also accused some protest leaders of receiving foreign funding (allegation disputed). The plant commenced operation in December 2013. Does the India-Russia nuclear partnership create a strategic vulnerability given post-2022 sanctions?
Yes — and this is an active policy concern in India's nuclear establishment. The vulnerabilities: (1) Fuel supply: Kudankulam Units 1+2 (and planned Units 3+6) use Russian TVEL fuel — enriched uranium fuel assemblies manufactured in Russia. If Western-style sanctions on Russia eventually extend to civil nuclear fuel supply, India would need to find alternative fuel. TVEL fuel is not directly interchangeable with Westinghouse PWR fuel without reactor design modifications. India is developing indigenous VVER fuel manufacturing capability through NPCIL-TVEL cooperation, but this takes years. (2) Spare parts: Specific components (reactor coolant pumps, pressuriser heaters, control rod mechanisms) for VVER-1000 are Russian-sourced. Western sanctions have not (as of 2024) targeted civil nuclear cooperation — the USA specifically exempted civil nuclear from Russia sanctions to maintain global nuclear safety standards. But the risk of sanctions escalation exists. (3) Post-Fukushima redesign: Units 3+4 (AES-2006 design) include enhanced safety features — passive cooling systems — that represent technological progress. India's AERB has approved the design after independent review. India's calculation: Kudankulam is operational and generating clean electricity — the strategic risk of fuel supply disruption is real but manageable given (a) fuel is typically supplied in multi-year batches, (b) India has strategic reserves, (c) the political cost of sanctioning India's civilian nuclear programme (for any Western government) is very high.
