Canonical Definition

Vodka is a distilled spirit produced from fermented agricultural raw material — traditionally grain (wheat, rye, barley) or potato in Eastern European traditions, but the EU definition (Regulation 2019/787, Category 15) also permits sugar beet, molasses, and any agricultural raw material. The EU definition requires: minimum 37.5% ABV; produced from ethanol of agricultural origin distilled to at least 96% ABV; filtered and treated (typically with activated charcoal) to give specific organoleptic characteristics. The EU regulation further requires that a vodka produced from raw materials other than cereals or potatoes must carry the label "produced from [raw material]". Vodka is the world's most consumed distilled spirit by volume globally (IWSR/DISCUS data). The Polish Spirit Act (Ustawa o wyrobach spirytusowych, 2018) provides more restrictive definitions for Polish vodka: grain (rye, wheat, barley) or potato raw materials only; triple distillation to minimum 96% ABV; minimum 40% ABV bottled; charcoal filtration. The Russian GOST standard (GOST 56368-2015) similarly requires grain or potato base, minimum 40% ABV, and specific organoleptic characteristics. The word "vodka" derives from the Slavic voda (water) + diminutive suffix — "little water."

If vodka has no flavour, why do different vodkas taste different?

Vodka is required by EU regulation to be "characterless" — distilled to 96% ABV and filtered to remove the majority of congeners that give spirits distinctive character. Yet experienced tasters consistently identify differences between vodkas from different raw materials (rye, wheat, potato) and different production methods. How is this possible if the spirit is nearly pure ethanol?

The answer: "nearly" is doing a lot of work. At 40% ABV (the typical bottled strength), vodka contains approximately 3.8 mg/L of total non-ethanol organic compounds — vs 300–3,000+ mg/L in whisky or rum. These trace levels of congeners — esters, aldehydes, fusel alcohols, fatty acids — are below the threshold for individual compound identification, but their cumulative sensory effect is detectable. Rye vodka typically shows slightly more spicy, dry character; wheat vodka more neutral and creamy; potato vodka slightly more viscous and earthy. These differences are statistically significant in trained panel assessments — but subtle.

Water quality also significantly affects vodka character. Distilleries dilute from ~96% to 40% ABV using water — and the mineral content of that dilution water (hardness, pH, trace minerals) measurably affects the vodka's perceived mouthfeel and aftertaste. Polish vodka producers often emphasise the specific mineral composition of their dilution water (artesian well, spring water) as a quality differentiator.

The EU vodka wars — the raw material dispute

Between 2003 and 2008, a significant commercial dispute took place within the EU between traditional vodka-producing countries (Poland, Finland, Sweden, Estonia, Lithuania, Latvia — the "vodka belt") and newer producers using non-traditional raw materials (UK producers using molasses; French producers using grape spirits). The vodka-belt countries argued that vodka should be restricted to cereal grain or potato — that using molasses or grapes produced a fundamentally different product that should not be called vodka. The compromise in EU Regulation 110/2008 (now superseded by 2019/787) required that non-grain/non-potato vodkas carry a "produced from [raw material]" declaration — a labelling requirement rather than a production restriction. This is the current position under EU 2019/787.

Activated charcoal filtration — how it removes congeners

Activated charcoal (activated carbon) is a highly porous form of carbon — produced by heating carbonaceous material (typically wood, coconut shell, or coal) in the presence of limited oxygen, which creates an enormous internal surface area (800–1,500 m² per gram). When vodka passes through activated charcoal, organic compounds (fusel alcohols, esters, aldehydes, fatty acids) adsorb onto the carbon surface through hydrophobic and electrostatic interactions. Ethanol and water pass through largely unaffected because they are more polar and less prone to adsorption than the less-polar congeners.

The effectiveness of charcoal filtration is determined by: (1) surface area of the activated charcoal (higher surface area = more adsorption sites); (2) contact time (slower filtration = more adsorption); (3) multiple filtration passes (more passes = more congeners removed). Premium vodkas often undergo multiple filtration stages. The practical limit: beyond a certain point, further filtration removes so many congeners that the vodka becomes almost identical to pure diluted ethanol — at which point, raw material differences disappear entirely. The EU "vodka characteristics" requirement specifies that the congener content of the raw spirit must not exceed 10 mg/100 mL absolute alcohol (or the filtration removes them to below this threshold) — ensuring a baseline of neutral character.
