Clean Cooking

2.3 billion people cook with wood, charcoal, dung, or kerosene. The smoke kills 3.2 million per year — more than malaria. Women bear the burden: collecting fuel takes 2–4 hours daily, and cooking smoke causes permanent lung damage. Clean cooking is the most under-resourced crisis in energy, and one of the largest single opportunities to improve human health globally.

Household air pollution from dirty cooking kills 3.2 million people per year — more than malaria, tuberculosis, and HIV/AIDS combined. It causes ischaemic heart disease, chronic obstructive pulmonary disease (COPD), stroke, lung cancer, and severe childhood respiratory infections. And it is almost entirely preventable with clean fuels.

The technology and policy ladder from biomass to electricity

LPG — the fastest scaling solution:
Liquefied petroleum gas (LPG — propane and butane) is the most widely deployed clean cooking fuel globally. It burns cleanly (far less PM2.5, CO, and carcinogens than biomass), is energy-dense and convenient, and can be delivered via cylinder even to areas without pipeline or grid infrastructure. India's PMUY (Pradhan Mantri Ujjwala Yojana, launched April 2016) is the world's largest single clean cooking programme — providing 96 million free LPG cylinder connections with stoves to households below the poverty line by 2023. The challenge: the refill rate. Approximately 40% of PMUY beneficiaries have not refilled their LPG cylinder in the past year (MoPNG India data) — primarily because the cost of a refill (~₹900–1,000, ~$11) is too high for the poorest households. This means many households received the connection (counted as "clean cooking access") but reverted to biomass for cooking. India's government subsidises LPG for BPL households but subsidy delivery has been inconsistent. Indonesia's LPG subsidy programme covers approximately 55 million households. Biogas and improved cookstoves:
Biogas is produced by anaerobic digestion of organic waste (animal dung, crop residues, food waste) in sealed digesters — producing methane-rich gas for cooking and leaving a nutrient-rich slurry for fertiliser. Nepal's Biogas Support Programme (27.70°N 85.31°E Kathmandu administration) has installed approximately 400,000 household fixed-dome digesters — among the world's most successful national biogas programmes. Each digester serves a household with 2–3 animals and eliminates their cooking smoke exposure. China installed approximately 50 million household digesters over 20+ years (declining now as rural areas connect to gas grids). India's GOBAR-Dhan scheme promotes village-level biogas from cattle dung — but uptake has been slower than hoped. Improved Cookstoves (ICS) — redesigned biomass stoves with better combustion, chimneys, and heat retention — reduce PM2.5 by 50–80% and fuel use by 30–60% versus traditional three-stone fires. The Clean Cooking Alliance (formerly Global Alliance for Clean Cookstoves) has supported approximately 80 million stove sales. Questions about clean cooking

The clean cooking crisis is arguably the most deadly under-resourced problem in energy — and the reasons it has attracted less investment than solar or wind reveal important biases in climate and development finance. Why it's under-resourced: (1) No carbon revenue: Solar and wind generate carbon credits, attract green bonds, and have investable business models. Clean cooking has more limited carbon market value — though ICS-based carbon credits exist and have attracted some investment via Gold Standard and VCS. (2) No technology investor appeal: LPG cylinders, biogas digesters, and improved stoves are not high-tech or scalable the way solar panels are. There is no venture capital-funded "clean cooking unicorn" equivalent to a battery company. (3) Gender and geography: The problem primarily affects women and children in Sub-Saharan Africa and South Asia — populations with low political voice in global energy governance. COP and international climate finance have historically underweighted household cooking. (4) Difficult business model: The poorest households cannot afford clean fuels without sustained subsidy — unlike solar where LCOEs have fallen to competitive levels. Clean cooking requires long-term subsidy commitment that donors are reluctant to make. (5) Climate finance mismatch: Clean cooking reduces deaths and improves health but has smaller per-dollar CO₂ reduction than many clean energy investments. Health co-benefits are not well-counted in climate finance frameworks. The World Bank's Clean Cooking Fund and several bilateral programmes are attempting to address this gap — but total global clean cooking investment was approximately $130 million/year in 2022 (IEA) versus the billions needed.
