Fujairah — the Hormuz bypass:
Fujairah (25.12°N 56.36°E) on the Gulf of Oman coast is the UAE's strategic response to Hormuz vulnerability. The Abu Dhabi Crude Oil Pipeline (ADCOP, 1,200 km from Habshan to Fujairah) allows UAE crude to reach tankers without transiting the Strait of Hormuz — capacity approximately 1.5 M bbl/day. Fujairah also hosts one of the world's largest oil storage facilities (approximately 14.2 million barrels of strategic storage capacity) and is a major bunkering (ship fuel) hub — the world's second-largest bunker fuel port after Singapore. Ruwais Industrial City (24.11°N 52.73°E, 240 km west of Abu Dhabi) is ADNOC's refining and petrochemical hub — 922,000 bbl/day refinery (world's 3rd largest single site) and BOROUGE polypropylene/polyethylene complex (JV with Borealis). Abu Dhabi has hosted three of the world's most significant solar cost milestones: (1) Mohammed bin Rashid Solar Park Dubai (24.76°N 55.37°E) — Phase 3 set a world record at $29.90/MWh in 2016, proving solar could undercut coal economics globally. (2) Noor Abu Dhabi (23.63°N 54.13°E, 1,177 MW, $29.10/MWh in 2016 tender) — the record-breaking project documented in the Solar Parks catalogue. (3) Al Dhafra Solar PV (23.18°N 53.53°E, 2,100 MW) achieved $13.50/MWh in its 2023 commissioning price — the world's lowest recorded solar LCOE at that time. Al Dhafra uses 4 million JinkoSolar bifacial panels on single-axis trackers. Why did the UAE host COP28 — and was there a conflict of interest?
The UAE hosted COP28 in December 2023 at Expo City Dubai (25.13°N 55.37°E), with Sultan Al Jaber — CEO of ADNOC, the UAE's state oil company — as COP28 President. This created an obvious and widely-discussed conflict of interest: the world's premier climate negotiation being presided over by an oil company executive whose company was expanding production. The controversy intensified when leaked documents revealed ADNOC had prepared talking points to use COP meetings to promote gas deals. Defenders argued: (1) the UAE's hosting was evidence that even oil states recognise the climate crisis and engage constructively; (2) Al Jaber's deep knowledge of energy business might actually help negotiate practical outcomes with fossil fuel interests; (3) the UAE's clean energy record (Barakah nuclear, Al Dhafra solar records, Masdar global investments) demonstrates genuine commitment. Critics argued: an oil CEO leading climate talks was an unacceptable structural conflict that undermined credibility.
