Shochu Otsu-rui (乙類焼酎) — commonly called Honkaku Shochu — is a spirit produced by a single distillation of a mash (moromi) fermented using koji, with an alcoholic strength not exceeding 45 degrees. The term "Honkaku Shochu" (本格焼酎) is a legally protected appellation under NTA designation, applied to Otsu-rui shochu that meets the authentic production standards established by the NTA.

What is Honkaku Shochu?

Honkaku shochu is Japan's traditional single-distilled spirit. The word honkaku (本格) means "authentic" or "genuine" — it is the legal and cultural term that distinguishes traditionally produced shochu from the industrial, near-neutral spirit that fills the cheap chuhai cans found in every Japanese convenience store.

What makes honkaku shochu remarkable is this: it is defined not by a single ingredient, but by a process. It can be made from barley, sweet potato, rice, buckwheat, brown sugar, chestnut, sesame seeds, and dozens of other approved ingredients. Each base ingredient produces a dramatically different spirit. Imo shochu (sweet potato) smells nothing like mugi shochu (barley), which smells nothing like soba shochu (buckwheat). They share a production method and a mould — that is all.

That mould is koji. It is the single most important microorganism in Japanese food culture, used in sake, miso, soy sauce, mirin, and shochu. In honkaku shochu, koji is used to saccharify the starch in the base ingredient — converting it to fermentable sugars — before yeast converts those sugars to alcohol.

The result is typically bottled at 25% ABV and served in ways that would be unthinkable for most spirits: with hot water (oyuwari), with cold water (mizuwari), on the rocks, or neat. It is a dinner drink, an everyday drink, a regional pride drink.

The five main styles

Imo shochu (芋焼酎 — sweet potato) is the most distinctive. Made from Kagoshima sweet potatoes (Ipomoea batatas), it carries an earthy, rich, sometimes floral character that polarises opinion. Kagoshima Prefecture is the heartland. Satsuma Shochu GI covers this region.

Mugi shochu (麦焼酎 — barley) is the most internationally accessible — lighter, drier, slightly grainy. Iki Island's shochu uses a defined barley-to-rice-koji ratio (2:1) and holds WTO TRIPS GI protection.

Kome shochu (米焼酎 — rice) is delicate, clean, and faintly floral. The Kuma district of Kumamoto Prefecture holds Japan's first WTO TRIPS-protected shochu GI. Often compared in style to a very light sake — but distilled.

Soba shochu (そば焼酎 — buckwheat) is earthy, slightly nutty, herbal. Highly regional — associated with Miyazaki and Nagano prefectures.

Kokuto shochu (黒糖焼酎 — brown sugar/black sugar) is produced exclusively on the Amami Islands of Kagoshima. Lighter and slightly sweet-edged — the only shochu made from sugar cane without being classified as rum, because koji fermentation is mandatory in its production.

History and Origin

The earliest documented reference to shochu in Japan dates to 1559 — a written record found on the wall of a shrine in Ushibuka, Kumamoto: a carpenter complained that the shrine master was so stingy that he never offered the workers shochu. This places shochu production in Kyushu at least 500 years ago.

The origin of distillation technology in Japan is traced to the 15th–16th centuries, likely arriving from the Ryukyu Kingdom (Okinawa) through trade with the Siamese (Thai) and Chinese kingdoms, who had established distillation traditions centuries earlier. The technology spread from Okinawa northward through Kyushu. The base ingredients adopted in each region reflected local agriculture — sweet potatoes in Kagoshima, barley on Iki, rice in Kumamoto.

For most of Japanese history, shochu was a rural, regional drink. It lacked the prestige of sake, which was associated with urban and aristocratic culture. This changed dramatically in the 1980s with the first shochu boom (primarily mugi and imo shochu from Kyushu), and again in the 2000s with the second boom that established shochu as Japan's bestselling domestic spirit category, overtaking sake in 2003.

Production Process

Stage 1 — Koji making (製麹 / seikiku)

Koji mould (Aspergillus spp.) is cultivated on a portion of the base ingredient — usually rice or barley, even when the main ingredient is sweet potato. The koji is grown at controlled temperature and humidity for 40–50 hours, during which the mould secretes amylases and proteases that will break down starches into fermentable sugars during the subsequent fermentation. The choice of koji strain is one of the primary determinants of the character of the final shochu.

Stage 2 — First fermentation (一次仕込み / ichiji shikomi)

The koji is mixed with water and yeast to create the initial mash (ichi-ji moromi). This runs for approximately 5–7 days, producing a koji-rich primary fermentation base at typically 12–15% ABV.

Stage 3 — Second fermentation (二次仕込み / niji shikomi)

The main base ingredient — sweet potato, barley, or other — is added to the ichi-ji moromi. Fermentation continues for 10–14 days (imo shochu) or up to 20 days (mugi/kome), with the combined action of koji enzymes, yeast, and naturally occurring lactic acid bacteria producing the complex flavour profile specific to the base ingredient and koji strain.

Stage 4 — Single distillation (単式蒸留 / tanshiki jouryuu)

The moromi is distilled once in a pot still (単式蒸留器). The legal maximum is 45% ABV at the still. Reduced-pressure distillation (減圧蒸留 / gensoku jouryuu) — a technique developed in the 1970s — allows distillation below atmospheric pressure, reducing boiling temperatures and producing a lighter, cleaner, fruitier spirit that retains delicate aromatic compounds that would be destroyed at higher temperatures. Atmospheric distillation (常圧蒸留 / jookitsu jouryuu) produces the traditional richer, earthier character.

Stage 5 — Ageing and dilution

Most honkaku shochu is rested in stainless steel, enamel, or ceramic tanks for several months before bottling. Some premium expressions are aged in oak barrels (樽熟成 / taru jukusei), ceramic pots (甕 / kame), or glass tanks. The standard commercial bottling strength is 25% ABV, achieved by dilution with water. Some expressions are bottled at original distillation strength (原酒 / genshu) at 35–45% ABV.

White koji was developed in 1923 by Genichiro Kawachi as a mutant form of black koji with better temperature stability and consistently high citric acid production. It largely replaced black koji in mainland shochu production through the 20th century. The revival of black koji in premium imo shochu from the 1990s was a deliberate return to traditional character.

GI Protections in Detail

Japan negotiated GI protection for three shochu categories under the WTO TRIPS Agreement Annex, which provides international recognition equivalent to Champagne or Cognac:

Iki Shochu (壱岐焼酎) — produced on Iki Island, Nagasaki Prefecture. Must use a specific ratio of two-thirds rice koji to one-third barley as the fermentation base. The ratio requirement is legally defined and enforced by the Iki Shochu Producers Association. WTO TRIPS protection was granted when Japan joined the WTO in 1995. Legal Framework — Japan Liquor Tax Act

The Japan Liquor Tax Act (酒税法, Law No. 6 of 28 February 1953, as amended) is the primary regulatory instrument governing shochu. Article 3 defines the liquor categories; Items 10 and 11 define shochu Ko-rui and Otsu-rui respectively.

Shochu Otsu-rui (乙類) / Honkaku Shochu definition requirements:

  • Produced by a single distillation (単式蒸留) — defined as no more than one pass through a pot still type distillation apparatus
  • Alcoholic strength at distillation: not exceeding 45% ABV (45度)
  • Must use koji (麹) in the fermentation process
  • Base ingredients: defined list including grain (米, 麦, corn, etc.), potato varieties, brown sugar, chestnuts, and other approved materials — full list in NTA administrative guidance
  • Reduced-pressure distillation (減圧蒸留) is permitted since its development — the pot still classification refers to batch distillation type, not atmospheric pressure

The term "Honkaku Shochu" (本格焼酎) is not defined in the Liquor Tax Act itself but was established as an administrative appellation by NTA Circular (国税庁通達) in 1962 and formalised in subsequent revisions, designating quality Otsu-rui shochu produced by traditional methods. It is a protected commercial designation under Japanese administrative law.

Koji Fermentation Chemistry

The biochemistry of koji-based fermentation is fundamentally different from the simple yeast fermentation used in most Western spirits. Koji (Aspergillus spp.) secretes two critical classes of enzymes:

  • Amylases (α-amylase and glucoamylase) — break the glycosidic bonds in starch chains, producing fermentable maltose and glucose. This is the saccharification function — equivalent to the mashing step in whisky production, but performed simultaneously with fermentation in a "parallel fermentation" process unique to Asian spirits production.
  • Proteases — break proteins into free amino acids and peptides. The nitrogen compounds thus released serve as yeast nutrition and also contribute directly to the umami and flavour complexity of the final distillate.

The citric acid produced abundantly by white and black koji (typically 20–40 mg/g koji dry matter) performs a critical function: it lowers the pH of the moromi to approximately 3.5–4.0, suppressing spoilage bacteria while permitting the acid-tolerant sake yeast (Saccharomyces cerevisiae var. sake) to ferment vigorously. This is the Japanese parallel to the lactic acid bacteria-driven sour mash protection in bourbon production.

The Simultaneous Saccharification-Fermentation distinction

In Western malt whisky production, saccharification (converting starch to sugar) and fermentation (converting sugar to alcohol) are sequential steps. In honkaku shochu, they occur simultaneously — koji enzymes continue to saccharify starch throughout the fermentation period. This parallel process produces a moromi with complex temporal flavour development and is a defining characteristic of the entire family of Japanese and East Asian fermented and distilled beverages.

Reduced-pressure distillation — aroma impact

At atmospheric pressure (101.3 kPa), the pot still operates at approximately 95°C. At reduced pressure (typically 10–20 kPa in modern Japanese shochu stills), the same distillation occurs at 40–50°C. The lower temperature preserves thermolabile aromatic compounds — particularly ethyl esters and terpenes — that would denature or volatilise differently at atmospheric temperatures. NRIB research has demonstrated that reduced-pressure distillation produces higher concentrations of ethyl caproate and isoamyl acetate (fruit-forward esters) relative to atmospheric distillation of the same moromi. This is the chemical basis for the clean, fruity character of gensoku shochu versus the earthier character of jooki shochu.
